States and local authorities regulate beauty, massage and personal care services in many different ways. Education and experience
may be a pre-requisite to obtaining a license to operate a spa or tanning facility. States may require passage of a standardized
exam for each specialized service. Adherence to basic health and safety standards are always a condition of holding a license.
Salons and parlors may be subject to inspection by state and local officials. All licenses must be renewed annually or biennially.
Operation of an unlicensed beauty or personal services business can lead to high fines, a cease-and-desist order, and a damaged
reputation. In some cases, criminal charges may apply. Beyond state criminal charges, customers of unlicensed operations may seek
civil action against unlicensed Spa/Massage/Tanning Services operators who have caused an injury or posed a health risk to the
consumer.
