As stated in the article, "The District has launched a multiagency effort to bring retailers into compliance with licensing and permitting requirements before inspectors arrive with citations or padlocks. What will start with gas stations and convenience stores will eventually balloon to other businesses. Already, more than 200 shops have been visited in only two wards — Ward 8 and Ward 4 — with the rest of the city to come. There are some 40,000 businesses in the District with basic business licenses, and it’s unclear how many others exist with no licenses at all."
